Phrase of the whenever

So, in my mailbox, I gt a card. "Come celebrate the retirement of Lindsey Keffer: 40 years of service to the university"

So, what, exactly, are we celebrating? Because it's an ending of his employment here, because he's gotten too old. Are we celebrating that he's free of the daily grind of dealing with the Unholy Bureaucracy? That he's now got weekdays free to go play as much golf as he wants? Are we celebrating that the old coot is finally going away? What are we looking at, here?
